Greener Solutions Group supported Jackson, Jackson & Sons in delivering Together Housing Group's Social Housing Decarbonisation Fund (SHDF) Wave 2.1 programme, providing PAS 2035 services across approximately 2,000 homes. Alongside those professional retrofit services, Greener Solutions Group directly installed around 100 cavity wall and loft insulation measures under PAS 2030. Holding assessment, coordination and installation capability within a single business is unusual in the retrofit sector, and it gave the programme a direct link between survey, specification and site delivery.
Project at a glance
Client: Together Housing Group
Main contractor: Jackson, Jackson & Sons
Programme: Social Housing Decarbonisation Fund (SHDF) Wave 2.1
Homes supported through PAS 2035 services: approximately 2,000
Cavity wall and loft insulation installations delivered: approximately 100
Standards applied: PAS 2035 and PAS 2030
Sector: social housing decarbonisation
What was Greener Solutions Group's role on the programme?
Our PAS 2035 scope covered:
Retrofit Assessments and RdSAP surveys
Retrofit Coordination
Improvement Options Evaluations (IOEs)
Medium-Term Improvement Plans (MTIPs)
Ventilation and condition assessments
Retrofit design and technical support
PAS 2035 compliance and quality assurance
The team worked closely with Jackson, Jackson & Sons to maintain programme flow, resolve property-specific technical issues and confirm that proposed measures were appropriate for each home.
“Greener Solutions Group have worked with Together Housing Group since 2023 and have guided 1000’s of properties through the PAS 2035 process to successful trustmark lodgement. The services carried out include retrofit assessment, coordination and design with sap modelling for fabric as well as mechanical and electrical upgrades. I have found their approach to be pragmatic with a real focus on helping to achieve THG’s industry leading drive for net zero on our housing stock.”
“We continue to work together on new schemes including Warm Homes: Social Housing wave 3 and other low carbon heating projects via our respective principal contractors on both pre installation and post installation energy performance and PAS 2035 compliance.”

How does delivering PAS 2035 services at volume work in practice?
Supporting around 2,000 homes requires a consistent assessment process that still allows individual properties to be treated on their own terms. Retrofit Assessments and RdSAP surveys established the baseline for each home, while Improvement Options Evaluations and Medium-Term Improvement Plans set out which measures were suitable and how they should be sequenced.
Maintaining programme flow at that scale depends on resolving technical queries quickly, so that individual properties do not hold up wider delivery. Working alongside the main contractor throughout allowed issues to be dealt with as they arose rather than accumulating.
What did the insulation installation work involve?
In addition to the PAS 2035 services, Greener Solutions Group delivered approximately 100 cavity wall and loft insulation measures.
Because assessment, coordination and installation all sat within the same business, there was a clear line from what was surveyed, to what was specified, to what was installed on site. That continuity supported both quality and compliance across the programme, and removed the handover gaps that can occur when those functions are split across separate organisations.
Project outcomes
Approximately 2,000 homes supported through PAS 2035 services
Approximately 100 cavity wall and loft insulation installations delivered
Assessment, coordination, technical support and installation provided by one integrated team
High-volume PAS 2035 delivery combined with specialist PAS 2030 installation capability
Programme flow maintained through close working with the main contractor
Through our work with Jackson, Jackson & Sons, Greener Solutions Group helped improve Together Housing Group homes while contributing to the wider objectives of the SHDF Wave 2.1 programme.
Frequently asked questions
What is the difference between PAS 2035 and PAS 2030?
PAS 2035 is the specification covering the whole-dwelling retrofit process, including assessment, design, coordination and evaluation. PAS 2030 is the specification covering the installation of the energy-efficiency measures themselves. A compliant retrofit project needs both, and installers working on funded schemes must be PAS 2030 certified.
What is SHDF Wave 2.1?
SHDF Wave 2.1 is a funding round of the UK government's Social Housing Decarbonisation Fund, which provides grant funding to social housing landlords to improve the energy performance of their least efficient homes. Together Housing Group's programme was delivered under this wave.
What is an Improvement Options Evaluation?
An Improvement Options Evaluation, or IOE, is a PAS 2035 requirement that considers the range of energy-efficiency measures suitable for a dwelling and assesses them against factors including property condition, occupancy, cost and expected performance. It determines which measures are taken forward.
What is a Medium-Term Improvement Plan?
A Medium-Term Improvement Plan, or MTIP, sets out the sequence of retrofit measures recommended for a dwelling over time where all measures cannot be installed in one phase. It ensures that works carried out now do not compromise improvements planned later.
Can one company provide both retrofit assessment and installation?
Yes, provided the appropriate certifications are held for each function. Greener Solutions Group holds both PAS 2035 professional service capability and PAS 2030 installation capability, which on this programme meant survey, specification and site delivery were connected within a single team.
